In Person
Pay your bill in person by cash, check, credit card, or money order at our Customer Service window any time, Monday through Friday, 8 a.m. to 4:30 p.m. Our office is located at 3700 Hartley Avenue, Easton, PA 18045. A night box is available for payments made after hours.
By Mail
ESWA accepts payment of your water bill by mail using the convenient return envelope provided. Please return the bottom portion of your bill with your check or money order payable to Easton Suburban Water Authority. Do not send cash through the mail. Your bill must be received in our office by your bill due date. Mail the payment to our office at 3700 Hartley Avenue, P.O. Box 3819, Easton, PA 18045.
Additional Payment Information
All water bills are payable at the net amount prior to and including the due date specified on the face of the bill. If the due date falls on a weekend or a holiday observed by the Authority, the payment will be considered late as of 8 a.m. on the first business day following the weekend or holiday. After the due date, a five percent (5%) penalty will be added to all current charges. Charges for connections, temporary uses, and special water services will be billed separately and are due upon receipt of the bill. There is a night box at the Easton Suburban Water Authority office where you can drop off payments after hours. If it is in the night box before 8 a.m. the next morning, it will be considered on time.
Advanced Payments
If you make advanced payments on your account, your bill will show the amount to which your account is in debt or credit. For information about this service, please email us or contact our office at 610-258-7181, Monday through Friday, 8 a.m. to 4:30 p.m.
Failure To Receive Bill
If you do not receive a bill, it does not exempt you from payment of the net or gross amount of your bill. The fact that we send you a bill is only a matter of convenience for you, not a waiver of your responsibility to pay for water service.
Bills in Question
If you doubt the accuracy of an ESWA water bill, you should bring or mail it within 10 days to our office at 3700 Hartley Avenue, Easton, PA, 18045. We will check the bill and issue a corrected bill, if applicable.
Returned Checks
If your bank returns a check used to pay your water bill for insufficient funds or other reasons, we will bill you for a service charge. In all cases of a returned check, only cash, credit card, or money orders will be accepted for payment of your bill.
Upon failure to pay the full amount of the bill, including any and all balances, on or before the date appearing on the face of the bill, the privilege of payment of the net amount, as payment in full for future bills, is forfeited until the balance is fully paid. Water bills that remain unpaid beyond the date appearing on the face of the bill are considered to be delinquent. Delinquency constitutes grounds for discontinuance of water service.
Easton Suburban Water Authority reserves the right to shut off water for non-payment of water bills or for neglect or refusal to comply with the rules and regulations of the Authority after first giving you 10 days’ notice in the writing of such proposed action. Water service terminated for non-payment will not be restored until the delinquent bills and water service restoration fee are paid.
Easton Suburban Water Authority will make all reasonable efforts to help you pay your account. However, if you have not paid your bill following the receipt of a final notice, then ESWA may take legal action or restrict your water supply.
ESWA will reinstate its supply of restricted services on the payment of all delinquent water bills and outstanding fees and charges, including the water service restoration fee. In extenuating circumstances, we may choose to reinstate your water supply by the establishment of a mutually agreeable arrangement for the payment of outstanding amounts.
AutoPay
Review your bill. Bills will continue to arrive by mail. Any customer with a bill dispute should call the office at 610-258-7181. Call at least 10 business days prior to the bill’s due date with concerns about charges.
Payment of the amount due will be transferred from your account on the due date listed on your bill. Bills will be issued for your personal record-keeping only.
The amount and date of your automatic transfer will be shown on your bank statement. This is proof of payment.
ESWA reserves the right to remove a customer from the AutoPay Program at any time.
Established customers may not have had more than one NSF check in the prior 12 months, must be current on their bills, and have no past-due balance.
New customers with no prior history are eligible.
Any customer who is deemed ineligible will be notified by ESWA.
Please be sure you are familiar with all aspects of the AutoPay Program.
Complete the AutoPay Authorization Form and return it to our office. You can mail the form to: Easton Suburban Water Authority, Attention: AutoPay Program, P.O. Box 3819, 3700 Hartley Avenue, Easton, PA 18043-3819. If you are using a checking account for your AutoPay deductions, please remember to include a blank check marked “VOID” along with the form.
Once your AutoPay Authorization form has been submitted, ESWA must have sufficient time to verify eligibility and process the authorization to determine a start date. Please continue to mail your payment as usual until you see “Amount Due Will Be Paid By AutoPay on Due Date” on your bill. Failure to do so could result in late fees. You are responsible for having enough money in the account you selected on the payment date.
A nonsufficient funds fee of $35 will be added to your ESWA account should your transfer be returned due to insufficient funds. The payment and the fee must then be paid by cash, credit card, or money order.
A customer will automatically be terminated from the program after two payments are returned for any reason in a 12-month period.
ESWA has a policy of “pre-noting” all new bank information to help eliminate invalid numbers. However, it is the responsibility of the customer to verify this information with his/her financial institution prior to sending in the authorization form.
Enrollment in the plan will remain in effect until your service has been terminated.
You may cancel your enrollment by submitting a completed “AutoPay Cancellation” form.
Any changes to a customer’s account or financial institution can be submitted by completing a new “AutoPay Authorization” form. Any changes to routing (ABA) numbers or bank account numbers will result in the new financial institution information being “pre-noted.”
Any changes or cancellations must be submitted at least 10 days prior to the due date. Any forms received after this period may not be processed in time for the current bill due. If you have any questions about whether your forms were processed in time, please contact our office at 610-258-7181.
If you are participating in the AutoPay Program when your account is to be closed, your final bill will not be paid by automatic debit. You must mail your final amount due to ESWA.
Under ESWA’s AutoPay Program, your financial institution information is strictly protected.
Paperless Billing
Participants will be notified via e-mail when their bills are available for online viewing and payment. Notification is sent at the same time of the month when paper bills would have been mailed.
Any late notices or termination notices will arrive via USPS mail only.
Late payment penalties will apply if the amount due is not received by the delinquent date.

I hereby authorize Easton Suburban Water Authority (ESWA) to provide me with my water bill at the e-mail address listed on this form. I understand that I must notify ESWA of any change or cancellation in the e-mail address or if I decide to discontinue eBilling. I understand and agree that per the rules and regulations of ESWA, that failure to receive a bill shall not exempt any customer from payment of the net or gross amount, as the case may be. The presentation of a bill to the customer is only a matter of accommodation and not a waiver of this rule.
Paperless Billing Enrollment
If you do not receive a paperless billing notification within three days of the normal time you would receive your bill, please contact our office at 610-258-7181, or e-mail us at info@eswater.net. Even if you do not receive your paperless billing notification by e-mail, you still can access your account and current billing information through Water Web.
- Your e-mail address is invalid (e.g. misspelled, inactive, etc.).
- Your e-mail service provider experiences an interruption in services.
- Your e-mail address changes and you do not update your eBilling profile with ESWA.
- Your mailbox exceeds its storage limit.
- Your email service provider filters e-mails and is preventing receipt of the notification. (Please contact your e-mail service provider concerning filters.)
Enrollment in the plan will remain in effect until your service has been terminated.

Paperless Billing Cancellation
All information collected is protected by Easton Suburban Water Authority’s Privacy Policy. ESWA does not share any personal information, including e-mail addresses. When an enrollment or cancellation form has been completed, ESWA will notify customers with a letter mailed to the current billing address to avoid fraud.
