The Board of Directors of the Easton Suburban Water Authority meets on the second Monday of each month at 3 p.m. at the Authority office located at 3700 Hartley Ave. in Palmer Township.

Mr. Walker joined the board in 2011. He was appointed the Chairman of the Board, January 2022. Mr. Walker currently serves on the Communications and Public Relations committee.

Mr. Walker retired from Metropolitan Edison Company in 2009. He held various positions over his 38-year career, including Distribution Engineering Supervisor, Business Office Manager, Customer Relations Manager and Major Accounts Manager.

Mr. Walker is a life-long resident of the Easton area, graduating from Easton Area H.S. in 1966 and Lafayette College in 1971, with B.S. degrees in both Mathematics and Electrical Engineering.

During his employment, Mr. Walker received Community Service Volunteer Recognition Awards from Met-Ed and GPU Energy. His community service involvement includes; past board member of the Palmer Township Athletic Association; past president of the Easton Lions Club, where he has been secretary since 1982; former manager and team representative in the Northampton County American Legion Baseball League and league statistician since 1994; and past chairman and past treasurer of the Palmer Township Recreation Board. Mr. Walker was appointed to the Palmer Township Planning Commission in May 2016.

Mr. Walker and his wife, Betsy, live in Palmer Township. They have two children and three grandchildren.

Wayne Barefoot was appointed to the Easton Suburban Water Authority Board of Directors in March of 2009, where he serves as a member of the Personnel, Wage & Benefits committees.

Mr. Barefoot retired from Victaulic where he served as Vice President of Finance. He was employed at Victaulic for 33 years. The first 7 years he works at the Victaulic Toronto Ontario Canada offices and relocating to Easton in 1982.
Active in the community, Mr. Barefoot has served on the United Way of Lehigh Valley Board for nine years, during which he served as Treasurer and Chairman of the Finance and Administration Committees. He has also been a Trustee and served on the Board of Session with College Hill Presbyterian Church and is currently serving a second term on the Board of Session with the church.

In addition, he is a former president of the National Canal Museum. While in that post, he presided over the relocation of the museum to its current location in Easton. And former chairman of the Board of Directors of The Salvation Army.

Mr. Barefoot and his wife reside in Forks Township. The couple have two children.

Ted Veresink was appointed to the Easton Suburban Water Authority Board of Directors in 2009. He serves on the Water Quality and Communication and Public Relations committees.

Mr. Veresink, a life-long resident of the Easton area, is a graduate of Lafayette College with a degree in Biology, and has a Master’s degree from Lehigh University. He also completed additional graduate courses at Pennsylvania State University.

Mr. Veresink has had a 50-year career in environmental public health, retiring after 35 years from the PA Department of Environmental Protection as district supervisor for the Water Supply Management program. As a PA Department of Health certified Heath Officer, he has served as the part-time Health Officer for several municipalities, including City of Easton, Wilson Borough, West Easton Borough and Northampton Borough.

In addition, Mr. Veresink retired as a Lieutenant Colonel after a 28-year career in the US Army Reserve, serving in various command and staff positions.

Mr. Veresink serves on the Board of the Northampton County Conservation District, the Lafayette College Alumni Association, the Local Emergency Planning Committee of the Northampton County Emergency Management Agency, and the Local Advisory Committee at the Career Institute of Technology.

Mr. Veresink is a member of the American Water Works Association, the Water Works Operators Association of PA, the Central Atlantic States Association of Food and Drug Officials, and various other fraternal, church and military organizations.

Mr. Veresink is a Trustee and Cantor at Holy Ghost Ukrainian Catholic Church in West Easton. He is a 4th Degree member of the Knights of Columbus. He also serves as the public address announcer for Notre Dame High School football games.

Mr. Veresink and his wife reside in Palmer Township. They have three daughters and four grandsons.

David Hopkins was appointed to the Easton Suburban Water Authority Board in 2014. Mr. Hopkins is currently the Director of Public Works for the City of Easton where he has served in this capacity since 2004. The Easton Public Works Department is the City’s largest agency with over 100 full and part-time employees that provide a diverse array of services including engineering, highways, traffic signals, parks, youth recreation, public buildings, wastewater treatment, wastewater collections, trash and recycling.

Prior to being employed with the City, Mr. Hopkins was a Regional Operations Manager for Earth Tech, Inc. where he specialized in the design, construction, and operation of water and wastewater treatment facilities. Mr. Hopkins has a B.S. in Environmental Science from Rutgers University and a Master’s Degree in Public Administration from Kean University.
Mr. Hopkins is dual licensed in Pennsylvania and New Jersey for Water Treatment and Distribution as well as Wastewater Treatment and Collections System Operations. He has extensive experience in plant operations for both drinking water and wastewater facilities and has had the opportunity to manage a variety of different types of facilities. During the consolidation of the City’s water system into the Easton Suburban network, David played a leading role on Easton’s transition team to negotiate the current 25-year lease agreement.
Mr. Hopkins is a member of the board of the Easton Area Joint Sewer Authority and current Chairman of its Engineering Committee. He is active in the American Public Works Association, the Eastern Pennsylvania Water Pollution Control Operator’s Association, and the Pennsylvania Water Environment Association. Mr. Hopkins is also an active volunteer with many community organizations and enjoys being involved with the Easton Pack 3 Scouts. David and his family reside in Easton.

Tom Rosenbauer was appointed to the Easton Suburban Water Authority Board of Directors in October of 2020, where he serves as head of the Budget & Finance committee. In 2022, he was elected as Treasurer and joined the Personnel, Wage and Benefits committee.

Mr. Rosenbauer is president and owner of Rosenbauer Consulting, Inc., a provider of engineering design services for research and development. He specializes in developing electronics and software for avionics including flight data recorders, high speed radar systems, and other data acquisition systems. Previously, he was chief technologist for Chyron Corporation where he developed video special effects equipment for the television broadcast industry.

Active in the community, Mr. Rosenbauer has served on the board of Project of Easton as well as the Session, Trustees, and Deacons of College Hill Presbyterian Church where he is currently Treasurer. He has served on the ECE Advisory Board at his alma mater, Lafayette College. He has also established and currently serves as treasurer of Pennsylvania Randonneurs, a 501c(3) non-profit corporation that promotes and organizes long distance bicycle ultramarathon events of up to 400 miles and longer.

Mr. Rosenbauer and his wife reside on College Hill in Easton. The couple have two daughters.

B.J. was born in Bangor, Pa. On April 19, 1960 and moved with his family to Easton in 1962. He is a graduate of the Easton Area Public School System, graduating in 1978, and earned a B.A. in Economics from Ursinus College in 1982.

B.J.has been employed by Metz, Inc. since 1976. The company was founded by his parents and has been serving the heating and cooling needs of the Lehigh Valley since 1960. He became President of the firm in 1988 after having served the company in many capacities.

He is heavily involved with Rotary and serves at both the local and international levels. He is currently President of the Miracle League of Northampton County. BJ represents the Easton Chamber of Commerce on the Public Policy Committee of the Greater Lehigh Valley Chamber.
B.J. married Kristie Hoeflein in October 1992. Kristie is employed as a surgical nurse in the open-heart surgery unit of Lehigh Valley Hospital. They live in Bethlehem Township, Pennsylvania and have no children but are happily raising a Bo-Chi puppy named Fuzzy Zoeller.

Mr Metz currently serves on the Capital Improvement and Planning Committee.

Mr. Mauro was appointed to the Board in 2018 where he serves on the Risk Management and Building & Properties Committee. Capital Improvement and Planning, Communications and Public Relations committees.

Mr. Mauro retired from the City of Easton in 2020 where he held the position of City Engineer for 34 years. Prior to that, he spent 13 years in the electric generating construction industry.

Mr. Mauro lives in Easton and is a graduate of Easton Area High School and the Pennsylvania State University, and has a B.S. degree in civil engineering. Mr. Mauro also serves on the Board of Directors for the Easton Area Joint Sewer Authority.

Dr. Michael P. McGuire was appointed to the Easton Suburban Water Authority Board of Directors in 2021 where he serves on the Water Quality Committee.

Dr. McGuire is an Associate Professor and Head of the Department of Civil and Environmental Engineering at Lafayette College in Easton, PA. His area of expertise is in the sub-discipline of geotechnical engineering.

Dr. McGuire earned his M.S. and Ph.D. degrees from Virginia Tech and his B.S. degree from the University of Pennsylvania. Dr. McGuire worked for Schnabel Engineering from 2001 to 2006 and has provided independent consulting services since 2008. He is a licensed Professional Engineer in the Commonwealth of Virginia.

Dr.McGuire’s research activities are focused in the areas of column-supported embankments, slope stability, shear strength characterization, and practical applications of remote sensing. Dr. McGuire has been a member of the Editorial Board for GEOSTRATA Magazine since 2014 and a member of the Technical Evaluation Panel for the Highway Innovation, Developments, Enhancements and Advancements (IDEA) Program since 2017.

Dr. McGuire and his wife reside on College Hill in Easton. The couple have two daughters.

Rosie Bukics is the Thomas Roy and Lura Forrest Jones Professor in the Economics Department at Lafayette College. Prior to joining Lafayette, she was an external auditor with the (then) “Big Eight” firm of Haskins and Sells (now Deloitte and Touche) and an internal auditor for a large public utility.

Courses taught during her tenure at Lafayette College include Financial Accounting, Corporate Governance and Business Ethics, Financial Theory, French Commerce (in France) and International Business. She also has taught short courses in US accounting at the graduate business school in Dijon France for three years.

During her time at Lafayette, she has received 14 teaching and other professional awards while publishing seven books and over 40 professional articles.

She received her undergraduate degree from the University of Scranton and completed her graduate degree at Lehigh University. She also is a CPA in the state of Pennsylvania.

In addition to serving on the board of ESWA, she serves on the Budget and Finance, Personnel, Wage and Benefits committees as well as several other not-for profit boards.
